Terms of Service
Effective October 17, 2026
These Terms govern your use of Opprio (https://opprio.com), a service operated by Hive Web Design LLC ("we", "us"). By creating an account or using Opprio, you agree to these Terms and to our Privacy Policy. If you use Opprio on behalf of a business, you agree for that business and confirm you're authorized to do so.
1. Who can use Opprio
You must be at least 18 and able to form a binding contract. Opprio is intended for business use.
2. What Opprio does, and doesn't do
Opprio monitors public government procurement data and notifies you of notices that match the alert rules you set up. Its sources include contract opportunities on SAM.gov, grants on Grants.gov, SBIR/STTR topics on sbir.gov, agency procurement forecasts (DHS and the GSA Acquisition Gateway), award data from USASpending.gov, state and local agencies' own bid pages and open-data portals (Opprio Pro and Opprio Industry), and, for Opprio Industry, council and utility-board agendas and state funding lists.
- Opprio is not a government service. We are not affiliated with, endorsed by, or connected to the U.S. government, any state or local government, or any of the sources above. The underlying data is free to access directly from those sources.
- We don't guarantee completeness or accuracy. Government data can be delayed, incomplete, amended or wrong, and our matching and emails may miss notices or include ones that don't fit. Always confirm a notice's details, requirements and deadlines at its original source (each notice links to it) before relying on them. Forecasts and early project signals describe plans that may change or never happen.
- We don't give legal, procurement or business advice. Decisions about what to bid on, and your compliance with federal acquisition rules, are yours.
3. Your account
Keep your sign-in details secure and your information accurate. You're responsible for activity under your account. Tell us promptly at support@opprio.com if you suspect unauthorized use. Accounts are for one person; don't share them.
By creating an account, you agree to receive emails needed to run the service: your alert digests, and account, security and billing notices. You can turn digests off at any time; the other notices are sent while you have an account.
4. Plans, free trials, automatic renewal and cancellation
- Free plan: 1 active alert rule, a weekly email digest, and up to 3 saved notices with change alerts, at no charge.
- Pro plan: $19 per month or $190 per year (plus any applicable taxes), with unlimited alert rules, a daily digest, up to 500 saved notices with change alerts, recompete forecasts, prime-contractor and subcontracting lists, and state and local bids (currently from cities, counties and districts across the United States that publish bid lists online, including the Metropolitan St. Louis Sewer District and the Cities of St. Louis and Springfield, and from agencies that publish open bids as open data, such as New York City, the Los Angeles RAMP portal, the State of Delaware, Montgomery County, MD, TxDOT and E-Rate applicants). Pro subscribers whose subscription was active when Opprio Industry launched (October 15, 2026) also keep water and sewer project signals for as long as that subscription continues. The former Opprio Pro + Local plan was combined into Pro on October 17, 2026.
- Opprio Industry plan: $200 per month or $2,000 per year (plus any applicable taxes), with everything in Pro plus industry editions (currently early water and sewer project signals), territories and a weekly territory brief. Opprio Industry has no free trial.
- Changing plans: you can switch between Pro and Opprio Industry from the Billing page. An upgrade (to a higher-priced plan, or monthly to annual billing) takes effect immediately and you're charged the prorated difference for the rest of your billing period; changing plans during a free trial ends the trial and you're charged right away. A downgrade (to a lower-priced plan, or annual to monthly billing) takes effect at the end of your current billing period. When you move to the free plan, which doesn't include state and local bids, your saved state and local bids and their matches are removed, and your alert rules stop watching them.
- Free trial: your first Pro subscription starts with a 7-day free trial, one per person. It isn't offered if you've had any Opprio subscription before, or if your email address (including variations such as different capitalization, "+" tags, or dots in a Gmail address) has started a trial in the last 2 years, or your internet connection has in the last 90 days (see the Privacy Policy). You can still subscribe without a trial; if you think a trial was refused by mistake, email support@opprio.com. You provide a payment method when you start it. Unless you cancel before the trial ends, your subscription starts automatically and you'll be charged the plan price.
- Automatic renewal: paid plans renew automatically at the end of each monthly or yearly billing period, and are charged to your payment method on file, until you cancel.
- How to cancel: any time, online, from the Billing page ("Manage billing, invoices or cancel"). Cancellation takes effect at the end of your current trial or billing period, and you keep access until then. Deleting your account works the same way: your subscription stops renewing, you keep access until the end of the period you've paid for, and your account is deleted on that date (you can undo it from the Account page until then). If a payment is past due, deleting your account cancels the subscription and deletes the account right away. Without a subscription, deletion is immediate.
- When a paid plan ends: your account moves to the free plan. Because the free plan includes 1 active alert rule, all of your alert rules except one are deleted, along with their match history: we keep your oldest active rule (or your oldest rule, if none is active). Your saved notices are kept, except state and local bids when you leave a plan that includes them (see "Changing plans").
- Refunds: charges aren't refunded for partial billing periods, except where the law requires otherwise. If you think you were charged in error, contact us within 30 days.
- Price changes: we'll email you at least 30 days before a price change takes effect for your plan. The new price applies from your next billing period, and you can cancel before then.
- Payments are processed by Stripe. We never see or store your full card details.
5. Acceptable use
Don't:
- resell, redistribute or republish Opprio's alerts or data feeds as a competing service;
- scrape, crawl or make automated requests to Opprio beyond normal use, or create accounts by automated means;
- attempt to break, probe or circumvent our security, rate limits or plan limits;
- reverse engineer the service, except where the law allows it; or
- use Opprio for anything unlawful, fraudulent or harmful.
6. Content and intellectual property
The Opprio software, design and branding belong to Hive Web Design LLC. Government data shown in Opprio is public information. Your alert rules and account data belong to you; you allow us to use them only to provide and improve the service, as described in our Privacy Policy.
7. Third-party services
Opprio relies on third parties, including its data sources (section 2), Stripe (payments), Railway (hosting), Resend (email), Cloudflare (DNS and email routing) and Google (email delivery to our support inbox). Their availability and terms are outside our control, and outages on their side can affect Opprio.
8. Disclaimer of warranties
Opprio is provided "as is" and "as available". To the fullest extent the law allows, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, non-infringement, and any warranty that the service will be uninterrupted, error-free, complete or accurate.
9. Limitation of liability
To the fullest extent the law allows: we are not liable for indirect, incidental, special, consequential or punitive damages, or for lost profits, revenue, contracts or opportunities, including a missed or late notice. Our total liability for any claim relating to Opprio is limited to the amount you paid us in the 12 months before the claim, or $100 if you paid nothing. Some jurisdictions don't allow these limits, so they may not fully apply to you.
10. Indemnity
You agree to indemnify Hive Web Design LLC against claims arising from your misuse of Opprio or your breach of these Terms.
11. Suspension and termination
You can stop using Opprio and delete your account at any time from Account settings. We may suspend or end access for a serious or repeated breach of these Terms, for non-payment, or where the law requires it. Where reasonable, we'll tell you first.
12. Changes to these Terms
We may update these Terms. For material changes, we'll email you or show a notice in Opprio at least 30 days before they take effect. Continuing to use Opprio after that means you accept the updated Terms.
13. Governing law
These Terms are governed by the laws of the State of Missouri, without regard to conflict-of-law rules, and the courts located there have jurisdiction, except where consumer-protection law gives you the right to bring a claim elsewhere.
